Art. 11. Todo individuo á. quien se encuentre artículos materia de monopolio, si no comprueba que ha pagado los derechos fijados por las disposiciones vigentes, sufrirá además de las penas señaladas á los defraudadores de las rentas, cuando hubiere lugar á ello, una multa equivalente al doble del valor del artículo materia del contrabando.
