Autorízase al Gobierno para abrir créditos en el Presupuesto de la próxima vigencia, con base en el producto, en moneda nacional, de los empréstitos externos ya contratados o que se contraten conforme a lo dispuesto en los artículos 28, 29 y 30 de la presente Ley, con el solo requisito de su aprobación por el Excelentísimo señor Presidente de la República, previo concepto favorable del Consejo de Ministros.
