El saldo libre de kilometraje que en virtud de la presente Ley se asigna a cada una de las secciones del país, se aplicará previo acuerdo de dichas secciones interesadas con el Gobierno Nacional, a la construcción de las carreteras que consulten de mejor manera los intereses económicos nacionales y seccionales.
