Presupuesto. El Fondo funcionará con base en los presupuestos anuales de ingresos y gastos, visados por el Ministro de Minas y Energía, y en relación con los cuales se cumplirá con los ordenamientos de ley. El Fondo no podrá adquirir compromiso alguno que no tenga respaldo en la correspondiente disponibilidad presupuestal.
