Artículo primero . Mientras esté suspendido el libre comercio de oro y la conversión por dicho metal de sus billetes, el Banco de la República, para efectos de encaje y contabilidad, podrá computar las existencias de oro físico que posea al precio de dicho metal en Nueva York, y al cambio del día en que verifique sus balances;
