Artículo segundo. La Comisión del Escalafón de Antiguos Militares procederá a recibir, radicar, estudiar y resolver las reclamaciones ya presentadas y que en lo sucesivo presenten los ciudadanos de que trata el artículo anterior, aunque éstos figuren también en el Escalafón General del Ejército. En el estudio y resolución de dichas reclamaciones se observarán las normas legales y reglamentarias sobre la materia.
