Esta ley empezará a regir para todos sus efectos el 1.º de marzo de 1914.

Empero, el nombramiento de Magistrados del Tribunal Superior de lo Contencioso-administrativo debe hacerse en los últimos días del mes de enero del mismo año, a fin de que el mismo Tribunal se instale el 1.º de febrero siguiente y proceda a verificar dentro de los primeros quince días de dicho mes el nombramiento de Magistrados de los Tribunales Seccionales, los cuales deben instalarse el 1.º de marzo de 1914.
