Art. 4.° El Director de Obras públicas, en su calidad de "responsable del Erario," presentará mensual i anualmente la cuenta comprobada de especies de su cargo a la Oficina jeneral de Cuentas, acompañando a ella, en los mismos periodos, una relacion circunstanciada de las existencias de toda clase de los efectos que tenga en su poder.
