En los Presupuestos venideros se apropiarán las partidas correspondientes para fiel cumplimiento a los dos artículos anteriores; pero si no se hiciere así, el Gobierno queda facultado para efectuar los traslados, abrir los créditos y realizar las operaciones que aseguren la efectividad de la presente Ley.
