Autorizase al Gobierno para arreglar o transigir las cuestiones pendientes con los colindantes de la plazuela inmediata al Puente de Santander, de la ciudad de Bogotá. El Gobierno queda facultado para celebrar los contratos necesarios y para acordar las compensaciones de terreno convenientes al arreglo e higienización de tal lugar.
