Art. 5° Cuando se tenga noticia de la próxima llegada de un Ministro Diplomático extranjero acreditado ante el Gobierno de Colombia, el Ministro de Relaciones Exteriores impartirá las ordenes necesarias para que las autoridades de la Costa Atlántica le faciliten, así como a su comitiva, el viaje en el río Magdalena y para que se le trate con todos los miramientos del caso. Lo mismo se hará con la primera autoridad de la Ciudad de Honda, para que le faciliten su llegada a la capital, de donde se les enviara un comisionado que le de la bienvenida en nombre del Gobierno de la República.
