Las representaciones diplomáticas y consulares de Colombia en el exterior prestarán su colaboración a los investigadores que se encuentran en viajes de estudio y les facilitarán los contactos con entidades dedicadas a la ciencia y la tecnología. Estas autoridades propiciarán la realización de convenios de cooperación científica y técnica que contribuyan al desarrollo científico, la transferencia de tecnología y el intercambio de investigadores y expertos.
