El presente Decreto rige a partir de la fecha de su expedición, produce efectos fiscales desde el primero (1º) de abril de mil novecientos setenta y siete (1977) y deroga el Decreto Ley 2339 de 1971 y demás disposiciones que le sean contrarias.
