ARTICULO 101. La Dirección General del Presupuesto se abstendrá de adelantar los trámites de cualquier operación presupuestal de aquellas entidades que no demuestren el cumplimiento de los objetivos y metas trazados en el Plan Financiero y Programa Macroeconómico del Gobierno Nacional.
