El Gobierno Nacional apropiará al Fondo de Reconstrucción "Resurgir", con cargo a los recursos provenientes del ejercicio de las facultades otorgadas al Presidente de la República para atender a las calamidades de la actividad volcánica del Nevado del Ruiz, o con los demás que las circunstancias permitan, sumas adecuadas para que aquél atienda las funciones que le han sido asignadas en éste y en los demás decretos de emergencia.
