º . Competencia. Con el propósito de estimular el mejoramiento de la productividad y la estabilidad de la producción agropecuaria, la Unidad Nacional de Tierras Rurales procederá a adquirir por negociación directa o por expropiación judicial, los predios rurales con vocación productiva de propiedad de los particulares que hubiere calificado como improductivos.
