PROPORCION DEL ESTIMULO Y DE LA SANCION. Para obtener la finalidad que se persigue con el estímulo y la sanción, estos deberán ser proporcionales al acto o al servicio por el cual se imponen o se reconocen. La sanción nunca podrá ser lesiva del ser humano ni degradante de su dignidad.
