º PROHIBICION DE CONTRAER OBLIGACIONES CON CARGO A PARTIDAS INEXISTENTES. Ninguna autoridad podrá obligarse a hacer gastos imputables al presupuesto sobre partidas inexistentes o en exceso del saldo disponible, con anticipación a la apertura del crédito adicional correspondiente y quienes lo hicieren responderán personalmente por las obligaciones que contraigan, sin perjuicio de las sanciones penales contempladas en las normas vigentes.
