Art. 3.° Los Directores de las Escuelas Normales de Boyacá, Bolívar, Magdalena, Panamá i Tolima dictarán las clases de pedagojia teórica i práctica, i supervijilarán especialmente los trabajos en las escuelas anexas. Estas ocupaciones serán preferentes a sus demás tareas; de consiguiente cuando por el tiempo que éstas les arrebaten no pudieren llenar todas las funciones que les atribuye el artículo 4.° del Reglamento, el Subdirector de la escuela reemplazará en el desempeño de ellas al Director.
