La Empresa Nacional de Telecomunicaciones elaborará el Manual Descriptivo de Cargos y fijará los requisitos para el desempeño de los mismos. La resolución respectiva estará sujeta al previo estudio del Departamento Administrativo del Servicio Civil y deberá ser aprobada por éste.
