° Las decisiones negativas de reclamos por sueldos, sobresueldos, viáticos y demás remuneraciones por servicios prestados al Gobierno, deberán ser dictadas por medio de resolución ministerial, que se notificará y publicará en el Diario Oficial, en los términos de las Leyes 53 de 1909, 130 de 1913 (artículo 81), y 77 de 1931 (artículo 4°).
