Para su mejor dotación, organización y funcionamiento, la Nación las auxiliará con la suma de quinientos mil pesos ($ 500.000.00), distribuidos en proporción al número de alumnos asistentes matriculados. Queda entendido que este aporte es un nuevo aporte de la Nación, que vienen a aumentar en esta suma los aportes con que hasta ahora ha venido auxiliando a dichas Universidades. Queda igualmente autorizado el ejecutivo para apropiar las partidas y hacer los traslados necesarios, en caso de no quedar incluidos dentro de los Presupuestos.
