Art. 7.° El día 31 de Agosto de 1887 caducará el derecho que tengan los extranjeros para reclamar contra el Gobierno, y , de acuerdo con el articulo 7° de la ley 10 a , este plazo, improrrogable de prescripción, correrá para los menores, las mujeres, los ausentes y demás privilegiados conforme a derecho.
