Artículo noveno. Mientras se editen los títulos definitivos, el gobierno podrá emitir y entregar certificados provisionales de "bonos de bienestar familiar - emisión 1974-, los cuales estarán sujetos a las condiciones del contrato de fideicomiso y serán cambiados por títulos definitivos, haciendo los ajustes de plazo de intereses a que hubiere lugar.
