En cada departamento, intendencia, comisaría y municipio se constituirá un comité de emergencias cuya integración, competencia, jurisdicción y relaciones serán determinadas por el Comité Nacional de Emergencias. Todos los Comités de Emergencias tendrán un representante del Ministerio de Salud o de una de sus entidades delegadas.
