No se podrá efectuar traslados totales ni parciales de las apropiaciones especiales que deban atenderse con el producto de rentas, auxilios o empréstitos con destinación especial. Igual prohibición se establece para traslados de las apropiaciones de gastos de inversión a gastos de funcionamiento, salvo el caso de que la obra esté totalmente terminada o se prescinda definitivamente de ejecutarla.
