Ámbito de aplicación. El presente Capítulo aplica a las personas prestadoras de las actividades principales y complementarias del servicio público de aseo, a las entidades territoriales y al Ministerio de Vivienda, Ciudad y Territorio. Lo dispuesto en el presente Capítulo aplica tanto para la prestación del servicio público de aseo en libre competencia como en áreas de servicio exclusivo.
