Art. 3.° Es obligación de los Administradores y Recaudadores de las rentas velar por que los funcionarios de instrucción activen la formación de los sumarios, y dar cuenta de las omisiones que noten al Administrador general y provincial de las rentas y á los Jefes políticos de la respectiva Provincia.
