Toda persona está obligada a dar aviso de la aparición de una enfermedad o plaga que afecte la flora o la fauna a la autoridad más cercana, que, además de informar sin tardanza a las sanitarias correspondientes, tomará las medidas de urgencia que impongan las circunstancias.
