Artículo único. Autorízase al poder ejecutivo de la Union para que, en caso de que celebre algún contrato que tenga por objeto el establecimiento de una una o mas líneas telegráficas en el estado, pueda ofrecer a nombre de este, que la empresa gozará hasta por treinta años, contados desde el dia en que empiecen los trabajos, de la esencion de todo derecho, impuesto o contribucion municipal o del estado.
