Artículo cuarto. El Director Departamental de Higiene del Tolima será el representante del Ministerio de Higiene ante las autoridades departamentales y municipales para todo lo relacionado con su cargo. Asímismo, podrá actuar como representante del Ministerio en los contratos, acuerdos, convenios, que se celebren con el Departamento o los Municipios que deseen cooperar económicamente en el desarrollo de esta Campaña.
