Artículo séptimo. Al reglamentar el presente Decreto el Gobierno queda facultado para dictar las medidas que estime necesarias sobre empleo y aposición de sellos de garantía y estampillas de sanidad, tanto previsionales como definitivas; sobre inspección y fiscalización del recaudo de las respectivas tasas; para establecer sanciones, y, en general, para proveer lo conveniente a la cumplida ejecución de este Decreto y de los reglamentos que lo desarrollan.
