º . El numeral 4º del artículo 4º del Decreto 2670 de 2000 modificado por el artículo 3º del Decreto 1163 de 2001, quedará así: "4. Cálculo de los aportes al Frech. El cálculo de las obligaciones que se causen anualmente a favor del Frech y en contra de los establecimientos de crédito inscritos en el mecanismo de cobertura, se realizará por el administrador del Fondo teniendo en cuenta el evento en que la tasa de interés de referencia que se describe en el numeral 2 sea menor que el límite inferior de la respectiva franja, al final de cada año de cobertura. "De esta forma, la diferencia multiplicativa entre el límite inferior de la respectiva franja y la tasa de referencia, es la base para liquidar los aportes al Frech. Dichos aportes serán el producto entre esta diferencia y el monto nominal de cartera inscrita en cada contrato de cobertura."
