Artículo vigésimosegundo. Contra las providencias de carácter particular que pongan fin a una actuación administrativa, expedidas por la autoridad central de tránsito, no procederá recurso alguno por la vía gubernativa. Contra las providencias del mismo carácter que dicten las autoridades departamentales, intendenciales o comisariales de tránsito, únicamente procederá el recurso de reposición, surtido el cual quedará agotada la vía gubernativa.
