Las Cajas de Compensación Familiar deberán girar a una sola de ellas, designadas por el Gobierno, las sumas destinadas a las Escuelas Industriales e Institutos Técnicos. La Caja recaudadora abrirá una cuenta especial, cuyas inversiones serán ordenadas por el Ministerio de Educación Nacional, previo concepto favorable del Consejo Consultivo de que trata el artículo anterior, atendiendo a las necesidades regionales y técnicas de tales establecimientos.
