Art. 27. Los Departamentos en donde los licores importados hagan parte del monopolio de aguardiente ó estén gravados con algún impuesto, reconocerán en favor de la Nación la cantidad que se estime justa á juicio de peritos.

Parágrafo

El Gobierno podrá transigir con los Departamentos, ó con los rematadores ó arrendatarios las diferencias que ocurran, ó celebrar los convenios necesarios para establecer el monopolio de dichos licores.
