Modifícase el numeral 3 del artículo 393-16 del Decreto 2685 de 1999, adicionado por el artículo 1° del Decreto 383 de 2007, el cual quedará así: 3. Directamente o a través de terceros urbanizar los terrenos y construir en estos la infraestructura y edificaciones necesarias para el desarrollo de la Zona Franca, de acuerdo con el Plan Maestro de Desarrollo General de Zona Franca aprobado por la Comisión Intersectorial de Zonas Francas. Esta función no podrá ser desarrollada por Usuarios Industriales que tengan vínculos económicos o societarios con el Usuario Operador en los términos señalados en los artículos 450 y 452 del Estatuto Tributario y 260 a 264 del Código de Comercio.
