Las personas que hayan consignado sumas de dinero en los Bancos del país para la compra de cédulas hipotecarias bancarias, con el objeto de cancelar sus créditos, de acuerdo con los decretos legislativos vigentes, podrán retirar de los respectivos Bancos aquellos depósitos, siempre que el Banco no haya hecho la compra de las cédulas correspondientes.
