Mientras se hace exigible la calificación obligatoria de la capacidad de pago de las entidades descentralizadas del orden territorial en los términos indicados en los artículos segundo y tercero del presente decreto, se entenderá que dichas entidades tienen capacidad de pago, cuando el servicio total de la deuda pública respectiva, incluyendo la nueva operación de crédito público, no supere el 30% de sus rentas ordinarias en la correspondiente vigencia fiscal.
