Autorízase al Gobierno Nacional para que, con base en lo fondos procedentes de los Bonos de Carreteras de Bolívar , pueda abrir créditos adicionales al presupuesto extraordinario de la presente vigencia fiscal y de las sucesivas, con destino al trazado y construcción de la carretera Sahagún-Montería, en cumplimiento del contrato celebrado entre la Nación y el departamento de Bolívar, con fecha quince de julio del presente año.
