° Cubrimiento de la garantía. La garantía de la Nación sobre los riesgos políticos y extraordinarios amparados por el seguro de crédito a la exportación solamente se hará efectiva cuando resulte insuficiente o se agote la reserva técnica constituida para cubrir los siniestros provenientes de estos riesgos, a la cual se refiere el artículo 16 del presente Decreto.
