Créase la medalla al mérito estudiantil Rafael Carrillo Lúquez, la cual será impuesta en ceremonia especial al mejor bachiller del departamento del Cesar en la ciudad de Valledupar por el señor Gobernador del departamento, a partir del año 1997 y en los años sucesivos.
