Art 3° El gobierno queda autorizado para auxiliar con la suma de ocho mil pesos ($8.000) a la compañía que se hubiere constituido o se constituya legalmente, para establecer la navegación por vapor entre Buenaventura y el Río San Juan.

De la suma expresada podrá el gobierno dar a dicha compañía la mitad cuando haya llegado al país el vapor destinado a tal navegación, siempre que los empresarios se comprometan a devolver dicha suma en caso de que no se realice la Empresa. El resto del auxilio lo dará el gobierno cuando el vapor haya hecho su primer viaje.
