En desarrollo de lo previsto en el artículo 135 de la Constitución Nacional y de conformidad con lo dispuesto en los artículos 248 y 249 del Decreto 222 de 1983; delégase en el Ministro de Hacienda y Crédito Público y en los Gobernadores de Departamento, la facultad de celebrar los contratos relativos a la constitución de las garantías reales a que se refiere el presente Decreto, cuando la cuantía de los mismos sea inferior a cincuenta millones d e pesos ($ 50.000.000.00) moneda corriente.
