Del registro del Fonade . Lo previsto en el artículo decimoprimero no obsta para el establecimiento y operación del registro especial de consultores nacionales y extranjeros que debe llevar el Fondo Nacional de Proyectos de Desarrollo, FONADE, según el artículo 128 del Decreto 222 de 1983. Cualquier entidad pública podrá utilizar el Registro de Consultores del Fonade, cuando el número de consultores inscritos en su registro, en las especialidades técnicas requeridas para el contrato, no garantice la calidad del concurso de méritos.
