Art. 9.º Al ocurrir una ó dos vacantes en el Tribunal Superior del Distrito Judicial de Panamá, el Gobierno no hará nuevo ó nuevos nombramientos; llegado el caso, el Tribunal Superior seguirá funcionando con cuatro ó tres Magistrados respectivamente, debiendo quedar reducido en definitiva á tres el número de Magistrados.
