Art. 1.° Restablécese la circulación de las especies postales de emisión antigua, cuyo uso quedó prohibido por Decreto número 1,960, de 4 de Julio de 1892, y, en consecuencia, procédase á imprimir en ellas, para evitar el fraude, y como señal de habilitación, la facha del año próximo venturo, con tintas de colores distintas de las que tengan tales especies.
