En todos los casos en que se voten auxilios para indemnizar perjuicios provenientes de calamidades como incendios, terremotos, etc., el Gobierno hará practicar los estudios necesarios a fin de pagar sólo la cantidad suficiente para el resarcimiento de los daños.
