Art. 2.° La asistencia del Ministro de Hacienda no es necesaria para el funcionamiento del Jurado. En su ausencia hará sus veces el Magistrado de la Corte de Cuentas, quien, cuando asista el Ministro, no tiene obligación de asistir.
