El Consejo de Estado elegirá, cada año, a partir del 1º de diciembre, un Vicepresidente; y la corporación no podrá reunirse sino con asistencia de cuatro de los Magistrados que la forman, por lo menos. Las sesiones serán presididas, a falta de Presidente y del Vicepresidente, por uno de los Magistrados presentes, en orden alfabético de apellidos.

Los acuerdos que tome el Consejo deben ser adoptados por una mayoría no menor de cuatro votos.
